Advocacy Initiatives (*last updated 3/9/24)

Washington State

After two years of hard work, our coalition was able to convince the Washington Department of Licensing that commercial parking companies and their agents should, in fact, have access the registered motor vehicle data (download documents from WA DOL below).  


We have been notified by several of our coalition members that the DOL has told them new accounts will not be onboarded until 2025. We have been promised by DOL staff that the 2025 date is a worst case scenario. We will continue to update as we get more information.. 

State of California

In December of 2011 the Attorney General for the State of California released opinion 07-804* which stated that "Absent statutory authority, a private property owner may not issue a parking citation imposing monetary sanctions on a vehicle owner".  In August of 2015 the Governor of California signed into law Assembly Bill 451* granting such statutory authority, but only by local option. To date, only a few small communities have enacted such a local option.  Our coalition is working toward a legislative solution that would update AB 451 by removing the local option language.

State of Florida

The Florida Legislature has passed a bill that regulates "Motor Vehicle Parking on Private Property; Provides requirements for signage & invoices for parking facilities; authorizes entities to regulate such signage; prohibits late fees before certain period; requires such invoices to include dispute & appeal method; requires grace period before parking charges may be incurred; prohibits personal information from being sold, offered for sale, or transferred for sale by such owners or operators."  The bill is now on the way to the Governor's desk for signature.


Enforcement Associates stands in support of this bill. While it is not everything we wanted, it is a good step to provide common sense regulation of our industry.  As the bill progresses, we will keep you updated on its status.

Commonwealth of Pennsylvania

Combining the same model as our successful initiative in Washington along with the pending legislation in Florida, a bill has been drafted for the Commonwealth of Pennsylvania.  This bill will provide both consumer protections and the ability for private property owners to protect their investment..  To receive a copy of the proposed legislation, please contact our office directly
